Child Abuse

Location: Maryland

So a friend of mine "B" is having a problems in his marriage. All of it stems from his wife "S" alienating B from his family, then her family. If S ever gets agree with B she boxes up stuff from his hobby and puts it in the shed untill she allows him to have hobbies again. Now that they have a kid "K" who is 5 and S became a tyranny to the extreme. If the kid makes her mad she forces him to eat food he doesn't like even though she made something else for dinner. K is only allowed to be friends with the two other kids in our friend group, unless S is angry then the kid cant leave the house. S made the decision to home school K and everything is going down hill fast...K is struggling with the leasons so S shaved the K's head. K is under so much stress that he has regressed to going to the bathroom in his pants. When B starts to tell us everything going on AT home we tell him its child abuse and he needs to help his kid. B responds with "i know" then does nothing. What can I do to help K and how can I gather evidence legally.
