“studying” Outside Of Work Hours To Be Successful In A Training Program

My new job is a skilled position that requires a lengthy training period, paid hourly, full time. The “training” part occurs during work hours with modules and hands-on training, but the studying for competency evaluations occurs at home. To my understanding, it is not possible to be successful in the training program without studying off-hours. As a lay person, it seems like a grey area legally here. Technically, they don’t mandate how much you study, you are just likely to fail the program and be fired if you don’t.
I would totally understand if certain people occasionally need to put in a little extra work off hours for a concept they are personally stuck on, but it seems to me that the program is insufficient if we are unable to graduate it successfully during work hours. Is it legal for this requirement to be in place/fire us if we are unable to put in the outside hours to be successful in the program?
To clarify, this is not to obtain an outside, transferrable certification. This is for site specific procedures.
