What Is The Legality Of Daycare Teachers Consistently Yelling/screaming At The Children In Their Care?

For some background - I have a next door neighbor who has a big problem with me (even though i’ve had maybe 1 conversation w her) and for some reason my driving. I’m a careful driver, I always go below the speed limit (20 mph or less in our neighborhood) - never gotten a speeding ticket and have a perfect driving record. I’m 20 and living with my parents right now and she’s constantly harassing them and me saying i’ve almost hit people multiple times (news to me), don’t stop at stop signs (also false), and basically anything else you can think of. Recently she has threatened to call the cops on me for the 5th time. My neighbor has an in-home daycare so i get it she wants people to drive safe and i always slow down extra in front of her house. However, my bedroom window faces her yard and I get woken up in the morning MULTIPLE TIMES a week to her like full on screaming at the kids she’s supposed to be caring for. Not normal disciplinary stuff or yelling so they can hear her. I’ve heard her scream things like “What’s wrong with you”, “get over here now”, “if you do that again istg”, and way more. I’m considering confronting her and saying I have many recordings of her essentially verbally abusing other people’s children (i don’t but she doesn’t need to know that) and if she wants to call the cops on me- bring. it. on. Anyway, I was just wondering what the laws are around the treatment of children at daycares. is technically legal to scream/yell at them aggressively? This is her only source of income so i’m not sure if I actually want to report her, i more so just want her to know that I basically own her now and not to fuck with me anymore. but it does make me sad for the kids and the parents who think their kids are in a safe environment. Any advice/knowledge would be appreciated, thanks! Location: Washington State
