Unknown Casket In The Burial Plot For My Mom, Had To Postpone Her Funeral

Location: Tennessee Received a call Friday while my mom's plot was being dug up, they had probed the location and found an object roughly the size of a casket in her plot. Cemetery is saying they don't know who it is, it's not in their records, but that they can't exhume it without a court order. We are assuming that whatever this is was there when the plots were assigned to my parents.

It is a community cemetery in the country, so while my parents did not "purchase" the plots they were marked/allocated to them back in 2013 shortly before my dad passed and there has been a headstone there for both of my parents since 2014. The trustees have not disputed it was marked for my mom or claimed that the contract expired at any point during all of this. The only "solutions" that have been proposed were burying my mom 4 plots away or exhuming my dad (at my cost) and moving him. Or redo all the paperwork, contracts, and death certificates to do a cremation.

Was hoping anyone may have some experience with this or could direct me towards any legal avenues I could take.
