Terminally Ill Mother In Law's Partner (&caretaker) Has Been Racking Up Huge Debts In Her Name Without Her Knowledge And Stealing Her Medication/jewellery.

Dear readers. Unfortunately, my mother in law (MIL) has been terminally sick for quite a while now for which she is heavily medicated. Unfortunately, she has side effects such as parkinsonism, leading to a heavy decline in mental capacity. Her daughter has been staying abroad so she didn't realise how bad things are.
Now nearing the end of life, a couple disturbing things have been uncovered.
Her partner, and at the time caretaker, a relapsed alcoholic, has been racking up a significant gambling debt under her name, opening credit cards in her name, using cash app and draft kings on her phone, while she has been completely unaware of this due to her medical condition. As of now we're aware of at least 100K in debt. Besides this, he has been stealing her drugs and jewellery.
He has been thrown out of the house, the locks have been changed, and my MIL and her daughter are considering filing a restraining order against him. In the meantime, the debt that her partner racked up in her name is a huge burden. We are still in the process of uncovering more.
I am not familiar with the legal procedures in this area. I understand it might be a case too complex to discuss on Reddit. I was hoping people could advice me on what next steps to take, and what professional we can approach to help us in this situation?
