Propane Tank Leaked Due To Company Negligence And They Are Charging My Boyfriend The Amount They Had To Refill It

Location: Maine.
The propane company refilled my boyfriend's tank recently. Apparently they overfilled it and the pressure cause the tank to break and propane was spewing out, filling the house and yard. The pressure was literally so much that it blew the regulator off the tank, which in turn blew the lid off into the yard. Luckily he went home to pack some more stuff to move to my house and found it. The company has now charged his card on file for the amount they refilled the tank and when he spoke to customer service, they said that it's totally the customer's responsibility. They also somehow charged his account twice and are now billing him another third time, which makes no sense. What can we do about this? Hopefully I got the flair right.
Editing to say that I thought my boyfriend knew for a fact they overfilled it, but he just assumed based on what happened that it was overfilled. Either way, either it was negligence or something was defective with the tank, so it wasn't due to anything he did. The propane wasn't even in use because he didn't have the furnace on for the season yet.
