Possible Mileage Fraud, What Can I Do?

Hello everyone, I recently bought a 2013 Honda fit from a private seller for a little less than 9k, and the car listing had it as 91k with the 90k service performed recently. There was only 1 owner and he provided the service history Carfax when I asked which seemed consistent with the mileage being ~10k per year. It seemed like the guy had a private mechanic that didn't upload what was being done, which apparently is normal when I looked it up.
I found out from my own mechanic today that the true mileage was 147k. Now, I did everything right when purchasing the car (involved myechanic to take a general look at it, and ask for VIN report) and I still am not sure if he actually and willingly committed fraud. He even added the 90K mileage on to the slip I took to the DMV and on the smog check he had done before I bought the car. I was given the manual, radio anti theft code new air filters, the original discs. He was a very "by the book" guy I guess.
What can I do about this? Do I just take the L or is there anything that can be done or reported? For reference I live in California and I read that this fraud can be big trouble. I have his contact (and original listing), if I should say anything to him first but I'm anxious about confrontation like that and want to explore the other options.
