Non-redacted Whole Legal Documents Found In Litter

Today I was collecting litter on about a 200 ft stretch of road and I kept finding documents from an attorney's office mixed in with the litter. As I found more and more I set them aside because I know the importance of legal documents and I was uneasy about throwing them out. When I got back home I decided to look through them to see if there was a specific person I could return them to. I found that all of it was from the same attorney talking to different clients! I don't know really if anything super confidential was disclosed in any of the letters, but there was a worker's comp form that had a client's SSN typed on it! None of the documents were obscured (besides some coffee stains) in any way. If it matters most of them appear to be from the year 2010 or prior.

Is this worth reporting to someone, or should I just burn the pages to insure the the information is properly disposed of and move on with my life. If I should report it, who should I report it to and what information will I need to give.

Note: Once I realized that I had client information I took a note on my phone of the date, approximate time and exact location of the litter and how many pages were collected.
