Neighbor Ruined My Well/septic/pond.

Posting for my cousin because he doesn’t have Reddit. He lives on a mountain. If you go further up the mountain there’s a stone company. They dumped a stoned dust byproduct material that was sitting there for 60 years. After serious rainfall the material washed down into his well, septic, and pond ruining all three, plus appliances.

The faucet water turned brown. The lead level that came out of the kitchen sink was over 6x the max limit. He fortunately was able to hook into city water but has spent over 32k on this. The company owner’s response was to move. The town said they can’t get invoked on neighborly disputes, and his home owners said there’s nothing they can do bc someone else caused the problem. He’s reached out to multiple attorneys but is having a difficult time. (Probably bc it’s a small town and the company have many ties). Any advice? Should he pursue this hard or is it a losing battle? The attorneys he did find charge a lot but if he’s unlikely to win, what’s the point. Just looking for some insight.
