Neighbor Put Up A Blinding Garage Light That Shines Straight Into My House. What Can I Actually Do?

Hello everyone. I’m hoping someone here has dealt with something like this before because I’m honestly not sure what my options are.
I just finished building my home over the past year. Until now, we were never here overnight long enough to notice anything weird. But now that we’ve fully moved in… I realized my neighbor’s garage light is basically a miniature sun.
I’m not exaggerating. When it kicks on, it lights up my entire front yard and my living room like someone turned on a stadium spotlight. You can literally see the beam coming straight through the windows. It’s insanely bright and pretty disruptive at night.
Before anyone asks, yes I have confronted the neighbor about this several times. I am in a one-party consent state, and I’ve recorded my conversations where I’m trying to get our neighbor to see reason. His response to our gripes is that ”he’s just a busy man.”
Are there any kind of local ordinance or “light trespass” rules I can reference? Or is this is something I’m just stuck dealing with unless I install blackout everything?
