Neighbor Is Building A Pond [mo]

Not sure if I used the right flair for this question.
We live on a rural property in Missouri (20 acres +/-). We share a boundary with a fabulously uncommunicative neighbor. If it's relevant, there is a house on the property (15 acres +/-) but no one lives there. He lives in another state.
We found out from the contractor who is doing the work that the neighbor plans to build a pond. He cleared all the trees right up to our shared property line in a draw that drains to our property. It is an ephemeral stream but does carry a lot of water during heavy rains.
I don't like how we found out about it and I know it's his property to do what he wants (within reason). But I have questions and I don't know where to go for answers. Is he required to have a plan? Get permits? Inform his downstream neighbors?? Where do I go for answers - DNR, USGS, the county? All of them? Most important in my mind - what steps do I need to take to protect our property and interests?
I appreciate any help or advice you can offer.
