Location: Fl Townhouse - Water Leak From An Uncontactable Unit

Location: FL, USA. Every unit is owned by a separate landlord. I am owner/occupant of a middle unit. The slumlord next door has protected status (name and ownership not viewable on property records). The property manager is only available from 9-5 on weekdays. The tenants allegedly have after-hours contact info, but this began on Friday and it's midday Sunday with no fix on the horizon. It is leaking into an uninhabited area (conjoined shed) otherwise I would have called city code enforcement immediately.
I contacted the regular line, but it's outside office hours so no dice. I left a voicemail telling them to have it fixed by monday. They ignored my last phone call regarding a different issue, so I'm not confident they'll respond. I'm contemplating phoning the city to see if they can do anything for me now. I assume it's a code violation of some sort. I know I'm entitled to mold remediation or repairs of some sort after the fact, but for now, I'm looking for other legal leverage to force the property manager or landlord to fix the leak.
