Labor Code Section 5402 (c) Clarification?

Does this code basically mean that your employer HAS to pay for your medical treatment (until they accept or deny your workers comp claim) whether or not it was actually on their property?

Context: I got in a solo motorcycle accident while LEAVING work. When I was at the emergency room the doctor said I’d have to pay ~500. Of course I payed on the spot, but 500 gone like that was definitely a punch on the arm for me. However the doctor (after hearing the details of my accident) suggested I file a workers comp claim with my job. I was still in the parking lot of near my job when it happened. She said if I was on their property it might be accepted, so might as well try. I wasn’t sure if I was, it’s hard/ impossible to distinguish property lines of parking lots. But I tried anyway.

After a process of about a week or so they called me and said it was denied. Apparently I was like 20 ft past my jobs property line in the parking lot. (Annoying but technically I wasn’t on the clock so not much I could do either way). But in the same rejection call they said they will reimburse me for my medical treatment including my emergency room bill. I was pleasantly shocked because I thought rejection meant exactly the opposite. Then the letter of rejection came in today and I saw the Labor Code 5402 (c). To my understanding, your employer has to pay your medical expenses until they make a decision on your workers comp claim.

And then it got me thinking, what’re the limitations of this? Let’s say a person gets in an accident 2 cities from their job and it’s their day off. If they file a workers comp claim, would their job have to pay for their medical expenses despite being miles away from their place of work (unlike me being ~20ft away from the property line)? Surely there’s limitations, right?

This is purely curiosity. I’m making a claim with SDI since I didn’t get accepted for workers comp. Fractured my arm and can’t work my job right now/ am on leave.
