Guidance For Vehicular Manslaughter?

Hello,
About a month ago, my brother was killed in a car accident. He was driving in the country to pick his daughter up from school in the next town over, the other driver straight up blew a stop sign going 50ish MPH, T-boned my brother, and he was killed instantly.
It’s been absolutely devastating for my whole family and our small community, and I want to make sure we are able to get the justice he deserves.
At this point, I have no idea what happens. The defendant (killer) was taken to the hospital for toxicology screenings, but we have not heard anything from the police or the States Attorney about his case. I have spoken with their office twice, and they tell me that they “are still waiting for all of the reports” etc. before they will decide if they will proceed with criminal charges for the case, and don’t seem to be able to explain much else.
What should I be doing? Should my family get our own attorney instead of relying on the state?
I know things take time, but it’s mind blowing to me that this POS killed my brother and is still just out there living his life. This feels very much to me like it should be treated as a criminal case. I don’t want to just pursue some civil suit that will not result in prison time, that seems so egregiously unjust.
Any information, guidance, advice, whatever is greatly appreciated.
