Ex Husband Has Kids In Another State But Is Not Taking Care Of Them

Location: Louisiana. I live in Louisiana and last May, my ex husband moved our kids to South Dakota with my permission. We have an old custody agreement from when we first got divorced that gives us shared custody where I'm named the domiciliary parent.

My ex husbands (soon to be ex) girlfriend has contacted me concerned about the kids and is planning on leaving but doesn't feel safe leaving the kids with him. She told me that he's stopped working, screams all the time, doesn't help around the house, doesn't feed the kids, and rarely spends time around them anymore.

I got a call last month from my daughter (called from her school) crying, saying she wanted to come home.

I gave her an iPad so she could contact me on Discord while up there but he always has them grounded and I also learned that he hides their iPads and switches from them. (That my partner and I bought.) It's hard to talk to them when I have to call my ex husbands phone cause he's always right there. I can't talk to them alone.

My question(s): How legal would it be if the ex girlfriend left with my kids and brought them to me without my ex husbands knowledge?

How would I go about filing for full custody in Louisiana when he lives in a different state?
