Does My Neighborhood Have Grounds To Sue My City For Adverse Possession?

I live on a street where myself and my neighbors park behind our houses in a seemingly abandoned lot. This lot was once train tracks but the train was decommissioned in the 80’s. As far as I know, anyone who has lived on my street has been using it as a parking lot ever since. A couple years ago, the city signed a ~20 year lease with Septa (the owner of the land) and more recently the city informed the residents of my street that they have plans to turn the lot into a public trail. Soon they are putting up no parking signs and will be towing cars that park back there. There has never been any no parking signs posted or any other indication that parking on this land is forbidden, and there are probably 100+ cars that have been parking there in plain sight for over a decade. Many people who park there have built their homes around the assumption that they can park on this land (eg adding a back gate, building steps to the lot, gardening around the lot, etc).

My neighbors have mixed feelings about this - we have all essentially had our own driveways for years and now we will have to join the thousands of other Philly residents fighting for a spot in public street parking (if you live in any major city you know how much of a pain this can be). But we also know that the trail will be a big improvement to our neighborhood and will keep bikers safe from the busy street they typically have to ride on.

Disclaimer that I don’t own my property, I’m a renter but am posting here out of curiosity. If anyone did pursue legal action I would not be involved.
