Car Insurance Won't Cover My Mother's $22000 Hospital Bill Because I Was Driving. But She Had Full Coverage

I got in a car crash while driving my mom's car with her in it. I was the one deemed at fault.

She had full coverage, with up to $100,000 medical coverage for her and also the other person. No one was injured, but my mom went to the hospital to make sure everything is okay.

She doesn't have regular health insurance.

We both use progressive car insurance, but I only have liability.

Anyways after the crash, she went to the hospital for about 2 hours. They did some tests and she was fine.

She was hit with a $22000 bill

The insurance, instead of using her full coverage policy with the $100000 hospital coverage, used my liability policy which has only $2000 coverage.

They stated because I was the one driving the car, they couldn't use her policy for the medical part.

This is a lot of money that neither of us have.

I feel like she should have been covered since she was paying for full coverage which included that. I understand I was the one driving it makes it complicated.

If anyone has any idea about this. I'd really like to hear it. Please be nice, I don't know anything about this .
