Can Someone Report A Car Stolen Just Because I Don't Have The Money To Tow It Back To Them?

Okay so here is the situation. My sister's boyfriend was fixing up an old jeep he had and was going to sell it. At the time, I needed a car really bad so I wanted to buy it. We had agreement that I would pay a couple hundred a month until I paid him a total of 3500. Which was WAY more than it was worth to begin with but like I said I really needed a running car. It ended up breaking down not even a week after I got it. The transmission was completely just done.. I had paid about $800 towards it at that point and told him he could just keep the money and come get the jeep bc I was done with it, once the transmission is messed up there's no point trying to fix it. He told me that I could just pay him $500 more and I could just have the title and do w/e with it. But I don't have $500 extra to pay towards a car that doesn't run.. so now he is saying that if I don't either pay him $500 or pay to have it towed to him (which would be about $250-300) that he is going to report it stolen. Can he do that even if there is proof I've been begging him to come get it? Location: Savannah, GA
