Can My Nc Landlord Charge Me $25 For An “untied Trash Bag” Even Though The Lease Only Allows Fines For A Different Rule?

Hi all, I’m in North Carolina and rent from an apartment complex that uses valet trash service.
I recently found a $25 “lease violation” charge on my account with the description “untied bag.” I was never warned or notified beforehand—just charged.
I pulled my lease and the separate Valet Trash Addendum. It has a list of rules. Rule #1 says:
“All trash must be in bags and tied securely.”
But the only place a fine is mentioned is Rule #12, which says:
“If trash is left outside at non-designated times, you may incur a $25 fine.”
So Rule #12 clearly allows a $25 fine for leaving trash out at the wrong time. But Rule #1 (untied bag) does not mention any fee or penalty—just that it’s a rule.
I understand that breaking a rule could be considered a lease violation, but does NC law allow them to charge an arbitrary monetary fee for that violation when it isn’t explicitly listed in the lease or addendum?
