Can I Get Restraining Order For My Mother's Killer?

I hate that I have to make this post, but here we are. My mother was murdered (voluntary manslaughter) when I was a kid, and he'll be out in 9 years from now. I was not involved in the death in any way—y'know aside from the whole life being irreparably changed thing—so there's no technical connection between me and him. But the thought of him being free scares the everloving shit out of me. He won't be a threat by the time he gets out; he'll be in his early 70s I think. But I'm wondering if I would be able to get a restraining order against him when he's out. I know it's maybe a bit dramatic, but I can't imagine bumping into the guy who killed my mom at the grocery store or something. It makes me want to lock myself in a closet and never come out, knowing that he's out there.
Would I have any grounds? Is there any other thing I can set up to keep him away from me, or tell me where he is or something? (I have no prior knowledge on the matter so I don't know how it works, sorry.)
