Brother Was Placed In A Halfway House That Is Uninhabitable And The Landlord Won’t Let Us Visit Him

Location: king county, WA

Brother has schizophrenia. He was arrested for assault during a delusion, went to a psych hospital, forcibly medicated and is doing wonderfully now

-he got out of jail on house arrest and was in a “nicer” halfway house with a wonderful landlord and okay roommates

-was recently transferred to this current halfway house which has no heat and a window stuck open (house thermostat is 55 degrees and behind a lockbox). He was given a thin sheet as a blanket

-he went downstairs to do laundry and the landlord screamed at him (there’s cameras everywhere). Accused him of “looking around” but when we looked at the camera footage it’s clear he was just looking for the dryer because it was across from the washer and it was dark in that room (just a small lamp for light)

-my mom and I called the landlord and got permission to visit my brother. We brought a nice heavy blanket and a small space heater

-when we got there the landlord flipped out saying we weren’t allowed to have a space heater. So we inquired if the window could at least be fixed because it gets to 35 degrees at night and he ended up getting mad and calling the homeowner herself

-the homeowner had to be the rudest person I’ve ever met. I couldn’t even get a word in over the phone. She ended up saying “you dont know what you’re talking about” and “get off my property or I will call the cops”

So not only are we not allowed there, solely for questioning the conditions of the place, but he is also apparently not allowed out of his room and his landlord and homeowners are clearly using intimidation tactics and cutting off visitors.

We have spoke with his social worker/case worker who just told us “this is between your brother and landlord, I can’t do anything.”

I get halfway houses aren’t going to be luxurious but this seems like abuse. Due to his mental state, my brother does not know how to stand up for himself.

I’m also scared to do anything in case they get mad that we are reporting this and they end up bullying my brother even more. What to do?
