Bank Holding Money

In the beginning of August my boyfriend initiated a transfer of a little more than $5k from a USAA account to a Chase account. The money kept getting rejected from Chase - when he called Chase they said it was on USAA’s end. USAA said it was on Chase’s end. USAA suggested sending it in the mail on a check. He has still not received this check. It’s been 3 months. He has called numerous times. The first couple times they told him to give it time. Eventually they said they were waiting for him to confirm his address on an email, which was the incorrect email. They corrected it and he confirmed. He keeps calling and they keep telling him it’s coming. Today they told him if it’s not there by the 15th he needs to call the post office to see if they are holding it and if not they will cancel the check and send him another one. What if anything can he do about this?? I feel like he’s never going to get this money and this has put him in a really tough financial spot.
