Auto Accident - Insured By Same Company As Other Driver

This situation is a little complicated, so I’ll describe it in third person. Devon drove Chris’ car with Chris as the passenger. Holly tried to turn left out of a parking lot, but didn’t see the car Devon was driving and turned in front of it. Devon tried to stop and took evasive action, but couldn’t stop in time and crashedj into Holly’s car as it left the parking lot. Chris was seriously injured.
Chris and Holly have the same insurance company and Devon has a different one with low coverage amounts. It appears that Holly, having turned in front of Devon, is at fault, but Holly is not admitting this.
Who should chris file a claim with? Is it possible that Chris’s insurance company - who is also Holly’s insurance company can somehow self-deal and settle the claim in a way that minimizes their own cost? Should Chris hire an outside attorney for representation against her own insurance company to avoid this kind of thing?
