Who To Call For An Elderly Fall

My parents are both getting up there in age and my mother is a fall risk due to seizures. They don't happen often, she hasn't had a fall in over a month. My father is having a hard time helping her get back off the floor. I live 2 hrs away so am unable to get there in a pinch. Is there a resource they can call if they need help? They are in Orange county. He has called 911 once before, but that resulted in her spending days at the hospital for various X-rays and they are avoidant of going through that again. Can emergency services help lift her up without taking her to the hospital? If not, does anyone know of another resource?
